Hand Control - third-party notices

Hand Control is free software by Seidr Labs. It includes the open-source components below. The full
licence text of each one is in the 'licenses' folder of the install (path given per component).
OpenCV's own third-party list (including FFmpeg, LGPL 2.1, loaded as a separate DLL) is in
licenses\opencv-contrib-python. This list is generated from the installed files at build time.
